Senior manager with strong analytical, strategic planning and monitoring and evaluation of development projects, programmes and organisations, and extensive experience in Small Island Developing States, particularly in the Caribbean. Very familiar with the Barbados Plan of Action and the Mauritius Implementation Strategy having prepared the OECS Member States and participated in the SIDS Conferences in Barbados and Mauritius. Coordinated and facilitated the preparation of the St. George’s Declaration and the OECS Environmental Management Strategy. Very familiar with the MDGS having been one of the lead authors of the Human Development Report prepared by the OECS Secretariat. Other skills include: • Strong technical skills in social science research design, management, analysis and reporting. A balance of quantitative and qualitative research skills. • Demonstrated expertise in environmental and natural resource management in SIDS, particularly Caribbean SIDS. • Working knowledge of most of the countries in the Wider Caribbean region (English Speaking Caribbean, Cuba, Dominica republic and all the OCTs) • Working knowledge of Caribbean fisheries • Familiarity with the CLME Project • Excellent facilitation and training skills. • Excellent project management skills and an ability to work in politically challenging situations. • Relevant experience working in the Caribbean on monitoring and evaluation instruments. • A comprehensive understanding of the impacts of a changing climate in the Caribbean, and the policy initiatives being undertaken to build resilience. • A thorough understanding of development and organisational issues in the Caribbean. • Experience working in institutional development and on operational challenges associated with implementation of strategies/plans at a national and regional level. • Demonstrated ability to think strategically and develop effective and practical solutions to complex issues.
